Under this project, World Vision Mongolia also developed the first-ever national Risk Communication Strategy Guidance. This guidance outlined methodologies that could be used at the soum level during both peacetime and public health emergencies, following the guidelines set forth in Annex 6 of Deputy Prime Minister's Order #28.

The Risk Communication Strategy Guidance is considered the first risk communication strategy guidance for soum level in Mongolia. It was developed based on the main characteristics of each soum in Khovd and Bayan-Ulgii provinces by building its own risk communication team and assessing local resources. It consists of 55 pages and is divided into five main steps. As a result of the project, each of 18 soums in Bayan-Ulgii and Khovd provinces has designed its own risk communication comprehensive plan that could be used during peace times and during emergencies in public health with the help of the risk communication strategy guidance.

Ultimately, the risk communication plan could be disseminated to all soums of Mongolia.
